Topical Reproduction: Three Press Releases on Disability

Abstract

The article is a case study of three press releases from one Norwegian ministry and two NGOs in connection with a proposal for a new anti-discrimination and accessibility act: The Ministry of Children and Equality, the Norwegian Federation of Organizations of Disabled People, and the Norwegian Association of Disabled. The analysis focuses on shared topoi as an indicator of consensus and shared doxa. Both NGOs largely employ the same topoi as the ministry, but establish a distinct rhetorical position through the use of personal voice as a framing device. In this way, they suggest an independent position without actually challenging the topics or premises of future debate.
